What is a Community Improvement Plan (CIP)?

A CIP is a development tool municipalities can use to stimulate industrial and commercial development within specific areas of the municipality. Businesses within these areas may apply for various grants, rebates and deferrals to offset the costs associated with getting a new facility up and running or making improvements to existing structures and land. The goal of a CIP is to support local business growth and encourage economic diversification and job creation.

What are the Rules?

CIP's are intended to be as flexible as possible. However, some rules do apply:

• All proposed work shall be made pursuant to a Building Permit and/or other required permits, and constructed in accordance with the Ontario Building Code and/or other municipal requirements.


• The total of all grants (excluding tax assistance) shall not exceed 50% of the cost of rehabilitating said lands and buildings.


• Total grants per property generally will not exceed $10,000.

How Do I Apply to the CIP?

Applying to the CIP is very straightforward.Applications can be downloaded online or picked up at Town Hall at 3 Kirkland Street or the Public Works Office at 1 Dunfield Street. There are two annual intakes. Applications are reviewed for completeness by staff, and then forwarded to the Economic Development Committee for consideration. The Committee provides its recommendations to Council.
